What is Grimoire Mastery?

A hit can grant up to 150 mastery experience. Each step gives 1 point for +1% damage, cooldown reduction, energy-cost reduction, or +1 penetration. Slashes of Light and Lightning Barrage were fixed so they grant mastery.
